UCRANIA-RUSIA: UNA GUERRA QUE PARECE SIN FIN

La guerra, llamada en los primeros tiempos  »Operación Militar Especial », dura ya más de 200 días sin que se vislumbre un fin a corto plazo.  
Es evidente que los cálculos de Putin y sus consejeros fueron erróneos, apostando sobre un triunfo militar fácil, contando con el apoyo hipotético de una parte de la población ucraniana de origen ruso supuestamente oprimida y que recibirían las tropas rusas como liberadores.
La realidad fue totalmente diferente.  
Ya desde el año 2016 era previsible una confrontación con Rusia cuando ésta anunció que no aceptará jamás la incorporación de Ucrania a la OTAN ni su adhesión a la Unión Europea.
En aquel año,  »consejeros militares » estadounidenses comenzaron ya a instruir a militares ucranianos en tácticas y uso de armas que no eran precisamente de origen ruso.
Poco a poco y muy discretamente, Estados Unidos exportó equipamientos destinados a uso terrestre, a lo que se agregaron armas defensivas antiaéreas, Otros países de la OTAN también colaboraron también en este plano.
Así, en febrero de 2019, Ucrania, que a pesar de todo esperaba evitar una guerra, estaba bien preparada para afrontar una invasión, Los hechos en el terreno lo demostraron.
Hoy, los Estados Unidos y una gran parte de los países europeos suministran abiertamente armas y municiones de tecnologías bastantes modernas, instructores, consejeros militares, informaciones satelitales lo que hace de este conflicto un verdadero banco de ensayo para sus elementos bélicos más recientes. Esto nos hace recordar la Guerra Civil de España cuando Alemania y la Unión Soviética hacían algo similar.
Para las potencias occidentales los objetivos de prolongar el conflicto son otros,  como el  aumentar los beneficios de los industriales que controlan el mercado de las armas en el mundo, debilitar a Rusia económica y militarmente, además de hacerle perder influencia sobre todo entre los países del tercer mundo.
Hasta ahora, aparentemente, el tan proclamado boicot hacia los intereses económicos rusos no ha dado los resultados esperados. En cuanto a los sabotajes a su economía, hay que considerar la destrucción parcial de los gaseoductos en el mar Báltico, la que resulta difícil considerar sea resultado de una orden de Putin.
Falto de victorias sobre el terreno, Putin impuso un plebiscito a los habitantes de las repúblicas de Donetsk, Lougansk más la regiones de Zaporijia y Kherson con una población compuesta por una gran mayoría de rusos. Según los resultados anunciados el 27 de septiembre el 87% de sus habitantes votaron a favor de la adhesión a la Federación Rusa.
En Moscú, la Corte Constitucional declaró conforme a la Constitución la adhesión de estas cuatro regiones lo que significa la pérdida de 17% del territorio de Ucrania y de sus seis millones de habitantes.
El hecho ha sido presentado como una victoria política, pero esta tesis, bastante discutible sobre todo en el contexto de una clara crisis rusa en el terreno militar, es solo aceptada por sus partidarios al interior de Rusia, y su validez ha sido cuestionada por una mayoría de países y en cierto sentido también por otros, tradicionalmente cercanos a Moscú que han preferido no tomar posición al respecto.
En tales circunstancias, noo hay indicios que el fin de esta confrontación esté próximo. Así los fabricantes de armas y sus traficantes pueden aún esperar obtener jugosos beneficios, pues los aliados occidentales de Ucrania han prometido el incremento del aprovisionamiento a Ucrania en armas cada vez más sofisticadas que, según dicen los publicistas, son de una eficacia garantizada.
Los más optimistas piensan que, para terminar con el conflicto llevado al terreno diplomático, las conversaciones de paz tendrían que ser precedida por una gran victoria militar de Ucrania, es decir de la coalición occidental.
o Zelensky ha insistido  siempre en que jamás ira a una mesa de negociaciones sin que previamente Putin renuncie a sus anexiones territoriales, incluyendo la península de Criméa.
Las posiciones de Zelensky, tan intransigente como las de Putin, indican que este conflicto puede eternizarse, como ha ocurrido en situaciones como la de Corea, en que la guerra sigue pendiente desde 1953, sin un tratado de paz que determine oficialmente su término.
